ABOUT THE ROLE
The Compliance and Grants Administration Manager serves as USA Rice’s compliance and grant administrator for all USA Rice Federal and State agreements/grants including but not limited to the U.S. Department of Agriculture (USDA) Foreign Agricultural Service (FAS), Natural Resource Conservation Service (NRCS), Ducks Unlimited, and any other partnership grants. S/he ensures program compliance with all regulations, policies, and practices of partnership agencies and organizations and manages all financial records, accounting, budgets, and program requirements for all programs.
Specific responsibilities include:
- Oversee financial and program compliance with FAS, NRCS regulations, USA Rice policies and procedures and any new funds that USA Rice receives from either Federal, State, or private sector entities.
- Serve as internal help desk for compliance questions.
- Review and approve all incoming International Promotion (IP) vendor invoices, travel expenses and backup documentation. Collaborate with IP Directors to streamline invoicing. Troubleshoot to ensure accurate coding and compliance.
- Assist with preparation and submission of detailed program budgets. Maintain IP budget in accounting program and update and distribute as needed. Assist IP directors to monitor budgets and report variances.
- Serve as the lead for compliance reviews and assist the CFO in the annual USA Rice audit including document submissions.
- Ensure corporate policies are accurate, current and in compliance with federal and state regulations and ensure compliance of all members and staff with USA Rice policies and procedures; conduct training, as appropriate.
- Implement effective strategy for soliciting, capturing, and reconciling all industry contributions for accuracy and compliance with relevant programs. Submit reports to FAS.
- Calculate and file monthly reimbursement claims with FAS.
- Ensure USA Rice staff and vendors are in compliance with FAS contracting regulations, including review, and filing of bid, selection, and final contract documentation. Provide vendor oversight to ensure reported performance is in line with contract specifications, including periodic audits of overseas contractors and/or offices.
- Keep in regular contact with FAS on rule changes and become the expert on the regulations of all FAS programs available for use by the rice industry. Keep IP staff informed of key changes in regulations and on audit findings to ensure future compliance.
- The position may require travel (1 or 2 times/year) and vaccination for COVID-19 is mandatory.

- Excellent interpersonal skills and the ability to work in a cross-functional team environment
- Bachelor’s degree and/or a minimum of five years related experience in compliance and accounting
Other key qualifications and skills include:
- Proficiency with the tools of the modern office including cloud and virtual work environments
- Proficiency in Dynamics and Adobe
- Prior experience in the management of USDA/FAS programs is highly desirable
- Working knowledge of FAS cooperator program requirements is preferred
- Nonprofit organization is preferred
- Physical ability to work in an office work environment and daily computer and telephone use for an extended time. Some lifting of up to 20 pounds may occasionally be required.
