SUMMARY: The HR Content Manager is responsible for managing the integrity, validity and reliability of the HR Certification Institute’s (the “Institute”) examination instruments as well as the overall exam development and maintenance process through effective volunteer management and program management. This position ensures that the Institute’s certification exams are industry leading and meet the highest quality standards. The position works collaboratively with volunteers and external vendors, as well as others across the department and organization to continually improve operational effectiveness and achieve the organizational goals and objectives in support of the Institute’s strategic plan.
PRIMARY JOB RESPONSIBILITIES:
Manage the design, development and maintenance processes for two or more Institute testing programs including, but not limited to:
Ensuring the adequate number of items are generated by subject matter experts to maintain a healthy test bank that covers all areas of each exam content outline and reflects multiple levels of cognitive reasoning;
Using HR subject matter experts to ensure that the item banks reflect current HR practices;
Monitoring statistical performance of items to make sure they meet HRCI and industry standards and, if not, recommending actions to address poor performing items;
Issuing assignments to HR subject matter experts to develop a variety of item types including multiple choice, scenarios and alternative item types required to meet Institute and item bank needs; and
Maintaining exam security by protecting content, monitoring content exposure, ensuring all subject matter experts have signed NDAs and removing system access when no longer needed.
Manage the form development and publishing process by:
Training subject matter experts on proper form review practices so exam forms represent current HR practices aligned with the exam content outline and eligibility requirements for each exam;
Participating actively in the review of all draft test forms for designated programs prior to meeting with the forms review panel;
Working closely with the test development vendor to review changes requested by subject matter experts during the meeting to ensure forms are clean and ready for content handoff to test publishing;
Working closely with the test publishing vendor to review all test forms in the test delivery system to make sure they are accurate and correct as to keys and scoring; and
Meeting or exceeding all established deadlines.
Manage subject matter experts needed for every stage of the exam development lifecycle by:
Actively recruiting subject matter experts from around the world throughout the year;
Maintaining a list or system for tracking prospective subject matter experts;
Selecting diverse groups of subject matter experts to participate in each exam development meeting or activity to reflect the diversity of HR practice;
Training new subject matter experts very carefully, with help from volunteer coaches as needed, so they understand expectations, meet deadlines and delivery high quality performance;
Monitoring subject matter experts’ results such as item quality, peer review interactions and form review comments, and providing coaching and feedback as needed to improve results.
Recognizing subject matter experts’ contributions after each engagement, and at least once annually, to include awarding recertification credits monthly; and
Motivating subject matter experts engaged in virtual activities and meetings with lively training and virtual interactions.
Contribute to team, departmental and organizational effectiveness and achievement of business results by:
Monitoring candidate and volunteer feedback providing continuous process improvement recommendations to ensure the capabilities and delivery of HRCI certification exams meet or exceed industry and quality standards;
Collaborating with test development and other designated staff to ensure meeting logistics, catering, group dinners, special activities, onsite meeting gifts and room setup are cost-effective yet make it possible for subject matter experts to work comfortably and efficiently while attending in-person meetings;
Contributing to positive and effective relationships with vendors to include meeting deadlines, being prepared for check-in meetings, identifying potential problem areas and suggesting opportunities for improvements;
Participating in the development of new certification products and exams, in support of the Institute’s strategic plan; and
Serving as a resource for other teams as a test development and/or HR subject matter expert.
Other duties as assigned consistent with the goals of the HR Certification Institute.
SUPERVISORY RESPONSIBILITIES: No formal staff supervision is required. However, effective volunteer management of approximately 100-125 subject matter experts is required.

EDUCATION and EXPERIENCE:
Bachelor’s Degree, required. A focus on, or a Masters in Human Resource Management or Industrial Organization Psychology, is highly desirable
6+ years of progressive test development and/or HR experience required
Experience managing volunteers is highly desirable
Understanding and sensitivity to cross-cultural interactions through work, education and personal experiences is required
Current HRCI certification is a plus
Must be legally authorized to work in the U.S.
Working remotely is negotiable for candidates able to travel to Washington, D.C. in 4 hours or less
